Indonesians feel lucky after escape from quakes
BANDA ACEH, Indonesia (AP) ? Residents surveying damage from two powerful earthquakes that reignited memories of the devastating 2004 Indian Ocean tsunami said Thursday they could hardly believe their luck.
Five people died from heart attacks, and a few others were injured as mobs used cars and motorcycles to flee to high ground in Indonesia's westernmost province of Aceh ? closest to the epicenters.
But aside from cracks in the walls of houses and structural damage to one bridge, you would hardly know anything happened, said Usman Basyah, smiling as he handed change to customers at his small street stall.
"I really feel my prayers were answered this time," said Basyah, who lost one of his sons in the disaster eight years ago. "I'm so grateful. We've gone through enough trauma already."
Another man, who spent the night in a mosque sheltering hundreds of others who were worried about the regular aftershocks, agreed.
"Of course, I was scared," said Nasir Djamil. "We all were. But were much better prepared this time. I think we learned from the last nightmare. We knew what we had to do.
That was the sentiment across much of the globe.
The first quake, measuring 8.6, triggered a tsunami watch around the Indian Ocean, from Australia and India to as far off as Africa. Hours later, a powerful 8.2-magnitude aftershock hit.
Warning buoys ? put in place after the 2004 disaster that killed 230,000 people in a dozen nations, three quarters of them in Aceh ? accurately predicted that the tsunami would not be big.
Sirens sounded along coasts and warnings spread like wildfire by mobile phone text messaging. And, for the most part, evacuations appeared to go smoothly.
Still, traffic-clogged streets in Aceh pointed to the need for better organization.
Twenty minutes after the quake hit, cars and motorcycles were at a standstill in areas that, in 2004, were inundated with water, sweeping tens of thousands to their deaths.
"It wouldn't have been as bad," said Iskandar, a local disaster management official. "But I dare to say, if there had a been a repeat, there would have been deaths."
The real luck came with the type of quake that hit.
Indonesia, a sprawling archipelagic nation of 240 million people, straddles a series of fault lines that makes it one of the most seismically active places on the planet.
Aceh, which sits off a subduction zone fault, were one tectonic plate of the Earth's crust dives under another, has experienced numerous "mega thrust" quakes over time.
It's these temblors that cause the seabed to rise or drop vertically, displacing massive amounts of water that race across the ocean at jetliner speeds.
But experts say Wednesday's twin tremors occurred on what is known as a "strike-slip" fault. The sea floor shifted horizontally, creating more of a vibration in the water.
As result, the only wave generated was less than 80 centimeters (30 inches) high. It washed ashore on deserted beaches nearest the epicenter.
Like so many people, Rahmi Novianti, a 25-year-old housewife, had been fearing the worst.
"I was running out of my house, I could see the tsunami coming in my mind, the entire village again being destroyed," she said. "That it didn't happen really feels like a blessing."
Though the shaking on land was fierce, lasting nearly four minutes and triggering mass panic, only five people died, Asmadi Syam, head of Aceh's disaster management agency, told MetroTV.
He said all were from heart attacks, presumably triggered by the panic.
At least four other people were injured.

Syrian forces press assault as peace plan falters
BEIRUT (Reuters) - Syrian forces pressed home a sustained assault on opponents of President Bashar al-Assad, ignoring an international peace plan under which troops were to silence their guns and withdraw from urban areas.
Opposition groups said Syrian troops killed 31 people on Tuesday, and Turkish media reported heavy gunfire coming from what appeared to be an army post topped with a Syrian flag a short distance from the Turkish border.
Peace envoy Kofi Annan appealed to the U.N. Security Council to use its leverage to prevent the collapse of his efforts to halt 13 months of conflict and said Assad must make a "fundamental change of course" and adhere to a ceasefire due to begin on Thursday.
"Every effort must be made to achieve a cessation of violence in all its forms on 12 April at 0600 (0300 GMT)," Annan told the council in a letter, seen by Reuters.
"There is no more time to lose," Annan said in a statement to the press. "We must all push for an end to the bloodshed before Syria plunges into the abyss."
U.S. Ambassador to the United Nations Susan Rice, president of the council this month, said all council members voiced "deep concern" at Damascus' level of commitment to its truce pledges.
Annan said he had information the Syrian military was withdrawing from some areas but moving to others not previously targeted.
Shelling of restive parts of Homs killed at least 26 people on Tuesday and five died in violence elsewhere, opposition groups said, but there was no sign of a military pullout, with tanks still in cities such as Homs and Hama.
Opposition activists say more than 800 Syrians have been killed since Assad accepted Annan's peace proposals on March 27.
Citing satellite images, a French foreign ministry spokesman denounced a Syrian assurance that troops were withdrawing as a "blatant lie".
Foreign Minister Alain Juppe added: "Assad lied to Kofi Annan, who has the total support of the international community." [nL6E8FA35A]
"EMPTY PROMISES"
The White House also saw no sign of a pullback: "Leaders of the Assad regime ... make a lot of promises," spokesman Jay Carney said. "Those promises overwhelmingly turn out to be empty."
Nor did rebels immediately stop shooting. The anti-Assad Syrian Observatory for Human Rights said insurgents killed six soldiers in attacks on checkpoints on an eastern desert road.
State media reported the funerals of 33 security personnel on Tuesday, bringing to 58 the number it said had been killed in two days. Syrian government media curbs make it hard to verify reports from inside the country.
Syrian Foreign Minister Walid al-Moualem demanded guarantees from Annan that rebels would also honor any truce.
"We will not ask the terrorist groups, which are killing, kidnapping and destroying infrastructure, for guarantees. We want Annan to give us these guarantees," Moualem said during a visit to Moscow.
The last-minute demand, a variant of one Syria made at the weekend, is not mentioned in Annan's proposals and looked designed to complicate his struggle to get all parties to comply with a six-point plan that appears so far to be a dead letter.
The rebel Free Syrian Army will fight on if Assad fails to withdraw troops and tanks from in and around cities as required, a spokesman, Colonel Qassem Saad al-Deen, told Reuters.
The opposition Syrian National Council said Syrian forces were not complying and that world powers should impose an arms embargo and other measures if the peace plan failed.
"More time means more blood," council spokeswoman Basma Kodmani told reporters in Geneva. "It is urgent to end the regime's repression and the regime itself."
China, which along with Russia has blocked punitive U.N. Security Council action against Syria, said it hoped all sides would immediately obey the U.N.-backed ceasefire, aimed at stopping the uprising from sliding into full-scale civil war.
Russian Foreign Minister Sergei Lavrov said he had told Moualem that Syria could be "more active, more decisive" in meeting the terms of Annan's plan, but he also urged foreign states to lean on opposition groups to stop shooting.
Moualem said some troops had already pulled back from cities in line with the peace plan, but he tied a full ceasefire to the entry of foreign monitors, another apparently new condition.
Assad's forces have killed more than 9,000 people in the past year, according to a U.N. estimate. Damascus says rebels have killed more than 2,500 soldiers and security personnel.
The violence has alarmed Syria's neighbors, especially Turkey which already hosts almost 25,000 Syrian refugees. At least five people, including two Turkish citizens, were wounded by cross-border fire into a refugee camp in Turkey on Monday.

Seattle Ranked 'Best City For Hipsters' According To Travel & Leisure
As the sun (metaphorically ? this is Seattle we're talking about) sets on my time in the Pacific Northwest and I prepare to relocate back to the Bay Area for what I hope to be at least a couple of years, I'm filled with mixed emotions. Hipster-mocking and -baiting has been one of my favorite pastimes in Seattle, which is both ironic and hypocritical of me when you take T & L's definition of "hipster" into consideration:
So let me get this straight: I'm a hipster because I care about the environment, and I write about food, thus I eat and drink in places that are too idiosyncratic for mere mortals. And jeez, I just edited a craft beer guide. And I really support my local indie businesses. Conversely, I know jack about tech, and you will never, ever see me in a pair of bowling shoes. I also want to bitch-slap the bejesus out of smirky, pretentious funksters who feel the need to categorize themselves in order to maintain a sense of self. Cliques are for high school, kids."They sport vintage bowling shoes and the latest tech gear-but they also know all the best places to eat and drink. [The magazine] ranked 35 metropolitan areas on culturally relevant features like live music, coffee bars, and independent boutiques. To zero in on the biggest hipster crowds, we also factored in the results for the best microbrews and the most offbeat and tech-savvy locals.
It's our take on the debated term hipster....whatever your take, you generally know hipsters when you see them-most likely in funky, up-and-coming neighborhoods. A smirking attitude toward mainstream institutions means they tend to frequent cool, often idiosyncratic restaurants, shops, and bars-the same kinds of venues that appeal to travelers looking for what they can't find at home. There's also an eco-conscious influence in contemporary hipsterdom."

I also find it deeply ironic that a luxury magazine likes to think it knows what's hip, because real hipsters love nothing more than a bargain, whether it's $2 happy hour PBR's or a sweet bowling shirt from Value Village. I can assure you the average T & L reader does not shop at Value Village.What I find interesting, however, is that part of my mixed feelings about leaving Seattle have to do with its very hipsterness. I love street fashion, vintage, indie anything, tattoos and food artisans (hipster alert!). People watching has been one of my favorite activities in Seattle, because most Seattlites have such great style. It's a city where the alternative-minded can grow old semi-gracefully, without looking like roadkill from Gen X or beyond. In Seattle, no one gives a f--- about what you look like, or what you're into. You can just be.
It's sheer coincidence that last week, while reacquainting myself with Berkeley (where I lived for nearly a decade), I wondered why it is the natives here have no style (in my hipster eye view, pilled fleeces, flowy hemp clothing and ergonomic shoes are terminally unhip). I already missed Seattle's eclectic street style, which never fails to inspire, amuse, and yes, sometimes horrify me (Boys, please stop with the neon, nuthugger skinny ankle jeans. Just sayin').
Is this essentially a very shallow essay on an incredibly superficial topic? Yes, absolutely. But if it is a "tipping point" as T & L claims, then hell, I'm game. I'm ultimately leaving Seattle ? an amazing, beautiful, vibrant city ? because the climate kicked my ass (see my forthcoming post on "Sleeping In Seattle: SAD And Its Side Effects"). I'm back in the Bay Area because the economy is simmering and for someone in the food business, this is Ground Zero.
You can't have it all, and the grass is always greener. Those cliches aren't very hip, but they're true. I miss all the hipsterness that once surrounded me, but I also love seeing sun, citrus trees and the Bay Area's unbeatable food scene again. And that, in a nutshell, is why I'm trading down to a place a little less hip. I can always visit Seattle when I'm feeling frumpy.

Experts recommend surveillance approach to rehabilitative care
ATLANTAApril 10, 2012A new supplement in the journal Cancer outlines an innovative model to address a wide range of physical issues faced by women with breast cancer and offers hope for improved function and full participation in life activities for patients through rehabilitation and exercise. A panel of experts proposes a prospective surveillance model (PSM) that could reduce the incidence and severity of breast cancer treatment-related physical impairments. The model was developed over the past year by a panel of internationally known experts, with the support of the American Cancer Society and input from national healthcare professional organizations and advocacy groups.
The supplement says the current model of care for people with breast cancer focuses on treatment of the disease, followed by ongoing surveillance to detect recurrence. That approach, says the supplement, lacks attention to patients' physical and functional well-being. Breast cancer patients experience common impairments including pain, fatigue, upper extremity dysfunction, lymphedema, weakness, joint arthralgia, neuropathy, weight gain, cardiovascular effects, and osteoporosis. And even when these impairments lead to functional limitation, rehabilitation referral is lacking.
The supplement points to evidence that supports the implementation of a prospective surveillance model for early identification and treatment of physical impairments that may prevent or mitigate many of these functional concerns as well as provide a venue to point patients towards exercise and other health promoting activities. The goals of the model are to promote surveillance for common breast cancer-related physical impairments and functional limitations, to provide education to facilitate early identification of impairments, to introduce rehabilitation and exercise intervention when physical impairments are identified, and to promote and support physical activity and exercise behaviors through the trajectory of disease treatment and survivorship.
The PSM is ultimately coordinated with disease treatment from diagnosis through follow-up to create a more comprehensive, multi-disciplinary approach to survivorship care. The purpose of the supplement is to invite consideration of the model as a means to achieve reduced impairment, improved function, and increased participation in exercise.

Experts recommend surveillance approach to rehabilitative care
ATLANTAApril 10, 2012A new supplement in the journal Cancer outlines an innovative model to address a wide range of physical issues faced by women with breast cancer and offers hope for improved function and full participation in life activities for patients through rehabilitation and exercise. A panel of experts proposes a prospective surveillance model (PSM) that could reduce the incidence and severity of breast cancer treatment-related physical impairments. The model was developed over the past year by a panel of internationally known experts, with the support of the American Cancer Society and input from national healthcare professional organizations and advocacy groups.
The supplement says the current model of care for people with breast cancer focuses on treatment of the disease, followed by ongoing surveillance to detect recurrence. That approach, says the supplement, lacks attention to patients' physical and functional well-being. Breast cancer patients experience common impairments including pain, fatigue, upper extremity dysfunction, lymphedema, weakness, joint arthralgia, neuropathy, weight gain, cardiovascular effects, and osteoporosis. And even when these impairments lead to functional limitation, rehabilitation referral is lacking.
The supplement points to evidence that supports the implementation of a prospective surveillance model for early identification and treatment of physical impairments that may prevent or mitigate many of these functional concerns as well as provide a venue to point patients towards exercise and other health promoting activities. The goals of the model are to promote surveillance for common breast cancer-related physical impairments and functional limitations, to provide education to facilitate early identification of impairments, to introduce rehabilitation and exercise intervention when physical impairments are identified, and to promote and support physical activity and exercise behaviors through the trajectory of disease treatment and survivorship.
The PSM is ultimately coordinated with disease treatment from diagnosis through follow-up to create a more comprehensive, multi-disciplinary approach to survivorship care. The purpose of the supplement is to invite consideration of the model as a means to achieve reduced impairment, improved function, and increased participation in exercise.

CAIRO (AP) ? An Egyptian court on Tuesday suspended a 100-member panel selected by lawmakers from the Islamist-dominated parliament and tasked with drafting the country's new constitution.
The ruling was a blow to the Islamists, who have catapulted into the center of Egypt's political stage since the ouster 14 months ago of longtime authoritarian leader Hosni Mubarak.
It followed complaints by political groups, secular politicians and constitutional experts over parliament's decision to give lawmakers half the seats on the panel. Islamist lawmakers, combined with like-minded individuals selected from outside parliament, ended up with 60 seats on the panel.
The verdict also referred the case to a panel of senior judges to look into the legality of the panel.
Critics have maintained that the way the panel was picked violated a constitutional declaration adopted in a referendum last year. Some two dozen members ? many of them members of liberal groups that engineered the popular, anti-Mubarak uprising ? have quit the panel, protesting the selection process and alleging that it was not inclusive enough.
The Islamists' insistence that lawmakers get half the panel's seats prompted charges that they wanted to monopolize the process and give the new constitution an Islamist slant.
Ensuring their majority on the panel was one of a series of actions taken by the Islamists in their bid to tighten their control of the country.
Last week, the Muslim Brotherhood, the nation's largest political group, reversed an earlier decision not to field a candidate in presidential elections due on May 23-24. In a surprise move, the group put forward businessman Khairat el-Shater, the Brotherhood's deputy leader, as their choice for the presidency.
The Brotherhood's actions have led many to believe that the group, emerging from some 60 years on the sidelines as an outlawed organization under Mubarak, was more interested in dominating the country than in an inclusive transition that lays the foundation for a democratic and free Egypt.

Prosecutor: No grand jury for Trayvon Martin case
Special prosecutor Angela Corey says she will not bring the Trayvon Martin shooting death before a grand jury.

Updated at 12:54 p.m. ET: A special prosecutor has ruled out the use of a grand jury in the Trayvon Martin case.
State Attorney Angela Corey?s decision is not to be considered a factor in whether charges are eventually brought against George Zimmerman, Corey's office said in a statement.?
The grand jury, which was scheduled by a previous prosecutor,?was set to convene on Tuesday in Sanford, Fla. ?
That means the decision whether to prosecute Zimmerman, 28, for Martin?s death now rests with Corey?s office. The case is also under investigation by the U.S. Justice Department and the FBI.
Martin, a 17-year-old from Miami Gardens, was shot to death?by Zimmerman, a neighborhood watch volunteer,?at a gated community in Sanford on Feb. 26. Though Martin was unarmed, Zimmerman has claimed self-defense, telling police Martin attacked him.
"From the moment she was assigned, Ms. Corey noted she may not need a grand jury," according to a statement released from Corey's office. "At this time, the investigation continues and there will be no further comment from this office.?

The case has led to protests and sparked debate nationwide about race and the laws of self-defense, particularly Florida?s controversial ?Stand Your Ground? law, which gives Floridians the right to use deadly force to defend themselves in public places without first trying to escape.?Martin was black; Zimmerman's father is white and his mother is Hispanic.
The Martin family and their lawyer, Benjamin Crump, have claimed the teen wasn't the aggressor, saying his race played a role in the fatal shooting.
"We are not surprised by this announcement and, in fact, are hopeful that a decision will be reached very soon to arrest George Zimmerman and give Trayvon Martin's family the simple justice they have been seeking all along," said a statement released by Martin's attorney.
"The family has been patient throughout this process and asks that those who support them do the same during this very important investigation."
No charges have been filed in the case.?
Also on Monday, one protest forced the temporary closing of the Sanford Police Department offices after six demonstrators blocked the entrance to the building, the Orlando Sentinel reported.
"The city of Sanford hopes the actions of the students will be as peaceful and orderly as the previous rallies and marches have been," City Manager Norton Bonaparte Jr. said in a statement, according to the Sentinel.

Egypt's Islamist candidate says IMF deal unlikely
CAIRO (Reuters) - Egypt's Muslim Brotherhood has warned the government it will not support an IMF loan unless the terms are changed or it moves aside and allows a new administration to oversee how the funds are spent, its candidate for president said on Sunday.
The government has been negotiating a $3.2 billion loan with the International Monetary Fund (IMF) to help it avert a balance of payments crisis caused by the political and economic turmoil of the last year, and an IMF technical team is now in Cairo.
The IMF has said that before it agrees to a loan, the government must first sell the plan to the country's political groupings, especially the Muslim Brotherhood's Freedom and Justice Party, which won nearly half the seats in the new parliament.
"We told them (the government), you have two choices. Either postpone this issue of borrowing and come up with any other way of dealing with it without our approval, or speed up the formation of a government," Khairat al-Shater said in an interview.
He said he realised the country's finances were precarious and a severe crunch could come by early to mid-May as the end of the fiscal year approached, but that this was the government's problem to resolve. Egypt's fiscal year runs to June 30.
"It is not logical that I approve a loan that the transitional government would take for two or three months, then demand that I, as a permanent government, repay," he told Reuters.
The government has been financing much of its fiscal deficit by borrowing from domestic banks, which are reaching the limits of their ability to lend.
"I have to agree to a loan, somebody else gets to spend it, then I have to pay it back? That is unjust."
The Brotherhood could also accept a loan if the size of the initial disbursement were reduced so that most of the funds were paid out after the completion of a presidential election in June, when a new government is scheduled to take power, Shater said.
"We are not opposed in principle. We are opposed to the timing and the method of implementation," he said.
"If it were $500 million instead of a billion and a bit, and there was a clear plan on how it would be spent, we might take another look at it," Shater said.
FOREIGN RESERVES
Planning Minister Faiza Abu El-Naga said on April 2 that she expected the government to sign a memorandum of understanding with the IMF within a few weeks and seal a final agreement by June, when half of the loan would be disbursed.
Egypt has spent more than $20 billion in foreign reserves since last year's uprising to prop up its currency, limiting its slide to only 3.65 percent against the dollar since January 2011 despite the loss of some of the country's main sources of foreign exchange.
Egypt's reserves fell another $600 million in March to $15.12 billion. This is equivalent to less than three months worth of imports and includes $4 billion in gold bullion the government would be reluctant to draw down, economists say.
Shater, a businessman, said he strongly supported a market economy. He added that a lack of government resources would force Egypt to rely almost exclusively on private investment to build infrastructure over the coming two to three years.
The formation of a permanent coalition government would benefit Egypt in this regard as well, Shater said.
"When we met with lots of investors around the world, all of them said they would not begin investing until there was a permanent government or presidential elections. But in this current situation, nobody wants to enter the country," he said.
