Sudanese rebel group releases 31 kidnapped Darfuris
CAIRO (Reuters) - Sudanese rebels have released 31 Darfuris who they had kidnapped a week ago on their way to a conference for people displaced by the region's decade-long war, the International Committee for the Red Cross (ICRC) said on Saturday.
Conflict has raged in Darfur since 2003 when mainly non-Arab rebels took up arms against the Arab-led government, accusing it of politically and economically marginalizing the region.
Violence has subsided from its peak in 2003 and 2004, but a surge has forced more than 130,000 people to flee their homes since the start of the year, according to the United Nations.
Last week, the international peacekeeping mission UNAMID said an armed group had kidnapped 31 Darfuris who the peacekeepers had been escorting in three buses. The abductors took them to an unknown location.
On Saturday, the ICRC said a faction of the Sudan Liberation Army (SLA), one of the main Darfur rebel groups, had released the men and handed them over to the Red Cross, according to a statement.
The SLA was not available for comment, and no more details were available about the incident that happened in a border area between Central Darfur State and South Darfur State.
Sudanese President Omar Hassan al-Bashir is wanted by the International Criminal Court on charges of genocide and war crimes in Darfur.
Sudan refuses to recognize the court, which it says is biased against leaders who refuse to kowtow to Western powers.
In 2008, the United Nations said about 300,000 people may have died in Darfur's war, a figure some activists say is too low. The government has put the death toll at about 10,000.

SEOUL, South Korea (AP) ? North Korea declared Saturday it has entered "a state of war" with South Korea in the latest of a string of threats that have raised tensions on the Korean Peninsula.
North Korea's government, parties and organizations said in a joint statement that all matters between the two countries will now be dealt with in a manner befitting war
The Korean Peninsula is already in a technical state of war because the Korean War ended in a cease-fire, not a peace treaty. But Pyongyang ditched that armistice earlier this month.
South Korea's Unification Ministry quickly released a statement calling the latest threat not new and saying it is a follow-up to Kim's earlier order to put troops on a high alert in response to annual U.S-South Korean defense drills. Pyongyang sees those drills as rehearsals for an invasion.
On Friday, North Korean leader Kim Jong Un warned his forces were ready "to settle accounts with the U.S." after two American B-2 bombers flew a training mission in South Korea.
Analysts say a full-scale conflict is unlikely and even suicidal for Pyongyang and the threats are aimed at drawing Washington into talks. But the threats from North Korea and rising animosity from the rivals that have followed U.N. sanctions over Pyongyang's Feb. 12 nuclear test do raise worries of a misjudgment leading to a clash.
On Friday at the main square in Pyongyang, tens of thousands of North Koreans turned out for a 90-minute mass rally in support of Kim's call to arms. In an effort to increase its presence, the Newcastle Historical Society has launched a website, complete with information about the city?s rich history and photographs of mementos from Milt Swanson?s personal museum.
The website, www.newcastlewahistory.org, also has membership information and a space to sign up to volunteer with the organization.
The Newcastle Historical Society meets the first Thursday every month at 4 p.m. at City Hall. The group?s April 4 meeting will be a birthday celebration for Swanson, who turns 95 on March 29.

Elusive 'Superman' particle caught changing flavor

The Gran Sasso National Laboratory of the Italian Institute of Nuclear Physics, located nearly a mile below the surface of the Gran Sasso mountain about 60 miles outside of Rome, detects tiny particles called neutrinos.

Physicists at an underground laboratory have caught an ultra-rare particle in the act of reappearing.
For only the third time, scientists have detected elementary particles called neutrinos in the act of changing from one type, called muon, to another, called tau, on the several-hundred-mile trip between two laboratories.?
"It proves that the muon neutrinos are some kind of Superman-type particle: They get into a phone booth somewhere in between and change into something else," said Pauline Gagnon, a particle physicist at Indiana University, who was not involved in the experiment.
The new discovery bolsters the theory that the sneaky neutrinos oscillate from one type to another, which is why physicists detect fewer coming from the sun than predicted. [Wacky Physics: The Coolest Little Particles In Nature]
Sun particles
The nuclear reaction that powers the sun also produces massive numbers of solar neutrinos, tiny, uncharged particles that reach Earth and pass virtually undetected through ordinary matter, said researcher Antonio Ereditato, a physicist at the University of Bern in Switzerland and a member of the team that conducted the experiment, called OPERA (Oscillation Project with Emulsion-tRacking Apparatus).
"Each square centimeter of your body is touched every second by 60 billion neutrinos from the sun," Ereditato told LiveScience.
But for the last two decades, scientists have detected fewer neutrinos from the sun than they expected.
The dominant explanation for this neutrino shortage, proposed in 1957 by Italian physicist Bruno Pontecorvo, argued that neutrinos oscillate between three flavors, or types: electron, muon and tau.
As a result, neutrinos seem to disappear, because detectors try to measure them in one flavor when they have oscillated to another one.
Scientists have caught many neutrinos in the act of disappearing. But catching neutrinos as they appear has been far more elusive ? since 2010, only two other tau neutrinos have been discovered.
Reappearing particles
To find these rare events, physicists with the OPERA project shot a beam of muon neutrinos from the physics lab CERN in Switzerland 454 miles (730 kilometers) through the Earth's crust to Gran Sasso Laboratory, buried underneath a mountain in Italy. ?
During the travel, a very small fraction of the neutrinos naturally changed flavor, and when they reached the laboratory some tiny fraction of them were detected by a 4,000-ton "camera," transforming into a similar flavored particle and then decaying after a short distance. These fleeting events produce a faint blip of light recorded by one of 9 million photographic plates, Gagnon told LiveScience.
Because neutrinos have no charge, they only interact with matter through the weak force, which doesn't happen very often, Gagnon said.
Tau neutrinos morph into tau particles that travel for?just a few millimeters before decaying into hadrons, so they are even harder to detect.
The newly discovered tau neutrino bolsters the notion that the discovery of two others, in 2010 and 2012, were real.
This detection is statistically quite strong: The chance that the researchers are mistaken is about one in a million, Ereditato said.
The findings could provide other insights into tau neutrinos.
"Neutrinos have a mass and measuring this mass is quite difficult, because it's extremely small," Gagnon said.
But because neutrinos' mass determines how quickly they oscillate, and in turn how frequently they should be detected, finding tau neutrinos could help physicists nail down these elusive particles' mass, she said.

Mate choice in mice is heavily influenced by paternal cues, mouse study shows
Mar. 28, 2013 ? Hybrid offspring of different house mice populations show a preference for mating with individuals from their father's original population.
Mate choice is a key factor in the evolution of new animal species. The choice of a specific mate can decisively influence the evolutionary development of a species. In mice, the attractiveness of a potential mate is conveyed by scent cues and ultrasonic vocalizations. Researchers from the Max Planck Institute for Evolutionary Biology in Pl?n investigated whether house mice (Mus musculus) would mate with each other even if they were from two populations which had been separated from each other for a long time period. To do this, the researchers brought together mice from a German population and mice from a French population. Although to begin with all the mice mated with one another randomly, the hybrid offspring of French and German parents were distinctly more choosy: they showed a definite preference for mating with individuals from their father's original population. According to the researchers, this paternal imprinting accelerates the divergence of two house mouse populations and thus promotes speciation.
In allopatric speciation, individuals of a species become geographically isolated from each other by external factors such as mountains or estuaries. Over time, this geographic separation leads to the sub-populations undergoing various mutations, and thus diverging genetically. Animals from the two different sub-populations can no longer successfully reproduce, so two new species evolve.
To find out what role partner selection plays in such speciation processes, Diethard Tautz from the Max Planck Institutefor Evolutionary Biology and his colleagues conducted a comprehensive study on house mice -- the classic model organisms of biology. "To investigate whether there are differences in the mating behaviour of the mice in the early stages of speciation, we caught wild house mice in southern France and western Germany. The two populations have been geographically separate for around 3,000 years, which equates to some 18,000 generations," says Diethard Tautz. Due to this geographical separation, the French and German mice were genetically different.
The Pl?n-based researchers created a semi-natural environment for their investigations -- a sort of "Playboy Mansion" for mice. The research enclosure was several square meters in size and was divided up using wooden walls, "nests" made out of plastic cylinders, and plastic tubes. It also featured an escape tube with several entrances, which led into a cage system nearby. "We constructed the enclosure in such a way that all animals had unimpeded access to all areas, but thanks to the structural divisions were also able to create their own territories or retreat into nests," explains Tautz. "The escape tube was a control element. If the mice retreated to it only very seldom -- as was the case in our experiment -- then we could be sure there was no overpopulation in the central enclosure."
In this central enclosure, the French and German mice had both time and space to mate with each other and reproduce. "At first, all the mice mated with each other quite randomly. But with the first-generation offspring, a surprising pattern emerged," says Tautz. When the first-generation hybrid offspring of mixed French and German parentage mated, they showed a specific preference for pure-bred mates whose "nationality" was that of their father only. "There must be some kind of paternal influence that prompts the hybrid mice to choose a mate from a specific population, namely that of their father," concludes the biologist, based on the results of his study. "This imprinting must be learned, however, meaning that the animals must grow up in the presence of their fathers. This was not the case for the original mice, which were kept in cages for a time after being caught."
"We know that mice use ultrasonic vocalizations to communicate with each other and that particularly in the case of male mice these vocalizations can reveal signals of individuality and kinship. We believe that, like birdsong, the vocalizations of the males have a learned component and a genetic component," says Tautz. Therefore, French and German mice really could "speak" different languages, partly learned from their fathers, partly inherited from them. Individual mice thus have a mating preference for mice that speak the same language as they do.
The French and German mouse populations had evidently been geographically separated long enough for preliminary signs of species differentiation to be apparent as regards mating preferences. In addition, another aspect of mating behavior also sped up the speciation process. Although mice have multiple mates, the researchers found evidence of partner fidelity and inbreeding. The tendency to mate with relatives fosters the creation of genetically uniform groups. When both occur together, this accelerates the speciation process.
In a next step, Diethard Tautz wants to find out whether the vocalizations of the mice play the decisive role in paternal imprinting, or if scent cues are also involved. Furthermore, the biologist wants to identify the genes that are involved in mate selection.

Rising hopes about jobs propel consumer sentiment in March
Consumer sentiment jumped in the second half of March by a record amount as Americans discounted the effects of government spending cuts and saw more healing in the labor market, a survey released on Friday showed.
The Thomson Reuters/University of Michigan's final reading on the overall index on consumer sentiment came in at 78.6, up from 77.6 the month before.
That was well above the median forecast of 72.5 among economists polled by Reuters and a record upward revision from a preliminary reading of 71.8 in mid-March.
Analysts had fretted that the so-called sequester, a package of across-the-board government spending cuts of $85 billion that went into effect in early March, would drag on the economy and dampen sentiment.
But consumers seemed to have brushed those worries off, survey director Richard Curtin said in a statement, and the swell of sentiment in the second half of the month more than erased the decline of the first half of March.
"Consumers have discounted the administration's warning that economic catastrophe would follow the reductions in federal spending, and consumers have renewed their expectation that gains in employment will accelerate through the rest of 2013," he said.
"If the late March results are replicated in the months ahead, however, the economy may finally gain enough upward momentum to significantly reduce the unemployment rate."
The survey also saw the largest proportion of homeowners reporting recent increases in home values in more than five years, with gains expected by more homeowners than any time since the March 2007 survey.
The survey's barometer of current economic conditions rose to 90.7, its highest since January 2008. It was also up from February's 89.0 and above a forecast of 87.8.
The survey's gauge of consumer expectations rose to 70.8, revised up from a preliminary 61.7 and up from February's 70.2. Economists had forecast 62.0.
The survey's one-year inflation expectation fell to 3.2 percent from February's 3.3 percent, while the survey's five-to-10-year inflation outlook was at 2.8 percent versus 3.0 percent.

And all for the sake of his two pooches ?Great Danes as it happened- that he simply?couldn?t?face traumatising with a stint in the hold of a plane.

He?s not alone. An increasing number of expats are regularly travelling to and from the UK with their canines while scores of British holidaymakers are taking their dogs on holiday, a fact born out in a survey by MedicAnimal.com, an online retailer of animal products. It showed that nearly one in two of the 1000 pet owners polled, intended to take their pets away with them this summer whether in the UK or abroad.
Meanwhile, Clive Jackson, founder of Fly Victor, has attracted countless customers with his ?Furs Class? private jet service which allows dogs to travel with their owners on the plane. The jets used are all DEFRA approved and as long as pets are micro-chipped and have a current pet passport, their air passage promises to be smooth and problem free. Some commercial flights charge as much as ?750.00 to take an animal in the hold from London to Majorca while for the same cost -admittedly it?s the starting price- a pampered pet can travel in luxury on a Fly Victor jet without stress or discomfort and with a speedy 15 minute check-in time. Other operators such as Pet Air UK offer an advisory service for those wishing to take their pets overseas and are registered DEFRA pet transporters.
Since the pet passport scheme was introduced it has become relatively easy to take dogs and cats to European destinations although they must be micro-chipped and have passports that are up to date with vaccinations against rabies.
As part of its drive to make travelling with dogs hassle free, MedicAnimal has created a free online ?Guide to Good Petiquette for the travelling Dog? which apparently offers dos and don?ts for holidaying hounds when staying in hotels, B&Bs, and rental properties. It has created five instructive categories which include Sit, Fetch, Heel, Eat and Down.

Massachusetts GOP Senate Debate: Candidates Spar Over Social Issues

NEEDHAM, Mass., March 27 (Reuters) - The three Republicans seeking to fill Massachusetts' open seat in the U.S. Senate sparred over social issues on Wednesday, staking out opposing views on abortion and social programs in the first debate to feature candidates from both parties.
The Republican front-runner Michael Sullivan, a former U.S. Attorney in Boston, was the sole candidate from his party to say he opposed abortion while rivals Daniel Winslow, a state representative, and Gabriel Gomez, a private equity executive, said they supported abortion rights.
"As a nation we respect life and I'll do whatever I can to protect life," said Sullivan.
On social programs and the budget, Gomez stood out, saying that the government should apply a means-testing approach to determine who draws Social Security benefits.
"Warren Buffett probably doesn't need his full benefit," Gomez said. Winslow and Sullivan expressed doubts about that proposal.
"It's not a welfare program; it's an insurance program," Winslow said of Social Security.
The hourlong debate was divided into two halves, with the Republicans going first, followed by the Democratic contenders.
Polls have shown Democratic Representative Edward Markey with an overall lead for both the April 30 primary and the June 25 special election to fill the seat formerly held by Secretary of State John Kerry.
On the Republican side, Sullivan is the frontrunner, though polls show him trailing Markey in a general-election matchup.
Markey's primary rival is fellow Congressman Stephen Lynch.
A Republican victory could boost that party's effort to take a majority in the Senate in 2014, when one-third of the chamber is up for re-election. Currently the Republicans have 45 Senate seats, the Democrats 53 and there are two independents.
Massachusetts' Democratic Governor Deval Patrick in January named his former chief of staff, William "Mo" Cowan to serve as interim senator until the election. Cowan is not running in the special election. (Reporting by Scott Malone; Editing by Cynthia Osterman)
